2015 Chinese Internet Users’ Rights and Interests Protection Forum Successfully Held

On July 22rd, the 2015 Chinese Internet Users’ Rights and Interests Protection Forum had been held successfully at the 2015 China Internet Conference. The forum was hosted by the Society of China (ISC) and undertaken by the ISC Anti-spam Working Committee, and ISC 12321 Network and Online Messaging Abuse Reporting Center.

This forum took Set sail the protection of the rights and interests of network users as the theme. The topics included the cognition to the rights of Internet users, the status quo of the violation of the rights and interests of Internet users, the effective measures to protect the rights and interests of Internet users under different network scenarios. Heads of organizations and institutes like ISC, China Internet Illegal Information Reporting Center, and legal and technical experts, media representatives, volunteers of “12321 Purify the Internet Environment Program” attended the forum.

Lu Wei, the Secretary General of ISC pointed out that, ever since the first forum held last year, people are getting more aware of the rights and interests protection. Through the effort from all walks of life during the past year, the protection of rights and interests of Internet users have been transformed from merely a concept to concrete measures. Secretary Lu stated three suggestions towards the working direction of the protection of rights and interests. Firstly, Internet companies should play an active role and take concrete measures to prevent Internet users from the harassment and fraud, malicious and junk information. The concept of protection should be penetrated through all the procedure of product design and research, online operation and service improvement. Secondly, strengthen the supervision and reporting efforts from the public, encouraging Internet users to participate in the “12321 Purify the Internet Environment Program” volunteer team. Also, Internet companies should provide convenience for Internet users to report. Thirdly, people all walks of life should work together to protect the rights and interests of Internet users.

Xi Wei, Deputy Director of China Internet Illegal Information Reporting Center, stressed the point that, Internet companies should actively undertake the social responsibilities to filter illegal and junk information strictly. As for the report of malicious information, Xi said, all kinds of reporting institutions should continue to play their roles, fulfill their responsibilities, accept and dispose reports properly.

The 12321 Report Center released the report Protection of the Rights and Interests of Chinese Internet Users Report of 2015. This report shows that, among the investigation of the cognition towards the rights and interests of Internet users, the content about the protection of personal information are concerned most by Internet users. Over 80% Internet users feel directly influenced by the leak of personal information, and half of the respondents consider the leak of personal information as serious or very serious. About the loss caused by infringement, the report shows that there is 124 yuan lost per person because of junk information, fraud information and leak of personal information making the total loss around 80.5 billion yuan.

Legal expert Zhao Zhanling, along with experts from Alibaba, Tencent, Qihoo 360, Gongxin security app, Geetest, had addressed speeches about the legal meaning of protection, prevention of fraud and harassment and so on, introducing various understandings and respectively stating the new measures, outcomes and concepts of each fields.

Innovative and outstanding practice cases were displayed at the forum. Secretary Lu presented awards to 11 best practice cases selected. He urged Internet industry to take these excellent cases as role models, learning the design philosophy behind these cases and truly putting the protection ideology as the core task of enterprise management and market competition. “The industry, the whole society should work together to make the concept of protecting the rights and interests of Internet users deeply rooted in the hearts of people, and jointly create the better future of this business.”

At the forum, the representative of the volunteers released The 12321 Declaration of Volunteers to Purify Network Environment.
